I have the rest of the parts from my old build but I want to upgrade the processor, ram and mobo.

Processor: 9900k overclocked to 5.0ghz minimum.
Ram: https://www.newegg.com/g-skill-16gb-288-pin-ddr4-sdram/p/N82E16820232790 G.SKILL Trident Z Royal Series 16GB 14-14-14 3200 ram and based on this guide https://www.overclockers.com/forums...-Royal-2x8GB-DDR4-3200-CL14-F4-3200C14-16GTRS I would like to overclock it to 4500 19-19-19-39 2N 1.35V but obviously that's very luck dependent.
Motherboard: I was originally looking at https://www.amazon.com/GIGABYTE-Z390-AORUS-LGA1151-Motherboard/dp/B07HS4PQWK but after reading through woomack's reviews it seems boards with two dimm slots overclock better. So now I'm leaning towards one of the mini itx boards. Any recommendations? Unless, of course an regular itx form factor board can perform 95% as well. I'm only gaming so I don't really care about extra bells and whistles just raw performance.
CPU Cooling: I have a noctua d15 but would that work with a mini itx board?

I would just buy a DDR4 3800-4000 kit honestly. You don't get much gain from overclocking RAM... so, I would do something that is XMP (set it and forget it).

To that end, I'd go full-size board as well since most will be able to reach those clocks.

Do you think that it's all luck of the draw to get an overclock that good or could I get close? I'm wondering, as you said, if I should just buy ram that's rated at the frequency I want.
 
Once you get over 4000 MHz on that platform, the sticks, board play bigger roles. You'll need to be a bit more selective.

Anyway, the D15 should work with an ITX board if you decide to go that route, its the case the board goes in that will make more of a difference I would imagine. But if you are looking at 5Ghz+ on the 9900K, I'd shoot for an H150i or something of the like that is a bit better. Every degree counts on these things, sadly... though most will end up at 5-5.1 GHz give or take 100 Mhz.
