Can Windows 10 settings affect Chrome browser spell check?

A friend has a laptop with W10 on it, and her Chrome browser's spell check doesn't work. I don't have physical access to the laptop and she is not computer literate. I have googled this issue and sent her links, but none have worked.

Can a Windows 10 setting affect Chrome browser settings? Can some kind of virus program turn off the "Use a web service to help resolve spelling errors " feature"?
