Computer Keeps Restarting, Wont Stay in Sleep Mode

this is a reach but maybe it's a bad AC power cord to the PSU or otherwise PSU related. maybe check your BIOS to see if it is set to turn on after AC power loss and change out the power cord as well.

i also remember having some issues with my PC going on and off intermittently for no reason and it turned out to be a bad 24 pin mobo power connector. so maybe reconnect that or change out PSU altogether to test.
 
Ok I unplugged everything and it went to sleep and didn't turn back on. Plugged the network cable back in and it wouldn't go to sleep again. Checked the device manager and sure enough I had forgotten to disable it from being able to wake the computer. So, I believe it is solved now. Thanks for the help everyone.
