Well... depends. Every X299 board I reviewed (4 so far) has them on all headers and the one I own (X299 Prime Deluxe). But generally, the budget boards do not. I think all MSI X299 boards do...
The pump header on your board I believe auto detects 3/4 pin as well
. I think ASRock calls it smart fan speed control. I don't recall if more boards on the Z370 have this option or not. I was part of a huge round up (did almost 40 boards) and they all bleed together now.
