Does PFC matter in a TEC PSU?

Peltiers don't need a very clean supply, so a preregulator (PFC) is not required. But it can't hurt.
 
PFC doesn't have anything to do with the voltage coming out of the the PSU. PSU's are a capacitive load, they draw a large amount of current while the caps inside are charging. When they are full the psu draws little. This high draw causes more heating of the wire in your walls, and makes UPS unhappy.

So don't worry about the PFC.
