Ive bought a zalman z9 case for my pc,on the front of it is a temprature readout(idles around 26degree)

underneath that is a dial of sort that you can turn,its apparently to control the fans but you cant hear any change or see the temprature difference,the only thing you can notice is the dimming of the fans led's.is this normal?
 
If the fan led's are changing brightness than that means it is working. The fans themselves might not got too fast. Check out the specs of the fans. Temperature is more in terms of CPU/GPU. Case temps don't mean much.
