Below are my current specs, looking for a good budget CPU and GPU upgrade (I will be adding more memory), for the GPU I was thinking the GTX 1060? It's still a tad pricey but a good card nonetheless ... As always thanks.

Mobo: Z170A SLI Plus
CPU: i3-6100 3.70GHz (Skylake)
Memory: Kingston HyperX FURY Black 8GB 2133MHz DDR4
GPU: Radeon R7 370
Power Supply: EVGA 600 B1, 80+ BRONZE 600W

Budget? 1080p gaming?

If I could get both a CPU and GPU for $300.00 I'd be cool with that, any decent i5's out there? As for 1080 yeah sure for now, down the road I would like to go further.
 
Not really possible. If the upgrade is to improve gaming, put 300 towards a GPU. Used bbn 1070.. or 1060 6gb... amd 570... etc.
 
Well, if you can find a i5 6600 or something for sub $100. That would help. You need more cores and threads.
 
Looks like you found a good video card. Take a look in the classifieds for used Video cards.
 
would a i7 6700 be a solid upgrade vs your 6100? if so they are going for around $100-$130 used on ebay.

A quick check of ebay says you're way off. Recent i7-6700 sales seem to average around $225, while i5-6500s are around $125. With lots of GTX 1060 6GB GPUs available for under $175 shipped get one of them with an i5-6500 for your $300 upgrade.

So I just purchased a slightly used 17-6700K and a new RX 580 8GD5 GPU, my question is this, what heat sink and fan do you recommend for the CPU? Thanks all for your assistance.
