Graphic card makers

I saw a post about who makes the best ATI 9700 pro card. I was wondering how any one card could be better than the other. Doesn't the manufacture "ATI" design the card, then produce them and also sale their designs to other companies for them to sale? I mean if ATI designed the chipset then how can it be different no matter who makes it right? Shouldn't every card have the same mhz core and memory speed and perform the same? The same with Nvidia also. Can you explain this to me a little?

The core and memory settings will be the same, however the cooling will be different on every manufactures board and the quality of PCB may change, basically the settings will be the same only some manufactures will give better overclocked performance
