[Help] Static background in audio AsRock z87 Extreme 4 Motherboard.

Hi guys, I just lost my old set of M-Audio A30 Studio monitor speakers on this motherboard AsRock z87 Extreme 4. I open the speakers and notice the capacitors were bad so is why it die. However; I went and purchase a new set of Logitech speakers, but I heard when testing the new speakers that they have background static noise coming out of them. Is even worse when I plug my studio headphones on the front audio port of the case. The front audio port has lower volume power compare to the rear and barely can make anything out of the music on the front port versus the rear port. Any idea what I should try next?

[What the system should have.]
It should provide clear audio with high volume output which it doesn't do even when maxing the speakers and system volume up.

[What I have done.]
1. Replace the drivers.
2. Replace the power supply.
3. unplug the Audio HD cable of the motherboard.
4. Disable all inputs and outputs on the mixer and left only the rear audio.

[What I have not done yet.]
1. Replace the case.
2. Reinstall Windows 10 Pro 64bit.
3. Plug the computer on a separate outlet in the house.
