Hyper 212+ not working with X99

I have the standoffs in the motherboard, tighten the screws down all the way, and the heatsink is not tensioned enough to the cpu. I have tried screwing the thumbscrew at the top all of the way in. Is this cooler not compatible? I see videos online that look exactly the same and it works?!?

what am i doing wrong?

Make sure you're using the correct standoffs. The correct ones are the shorter ones.
