Is this an isolated incident?

Anyone have experience with this? I would think it would coat everything. Unless I misunderstand the purpose for the coating effect, I would think the coat would be designed to protect the rad and tubing.

I dont really know what Im looking for reguarding the heat properties either. I am ignorant of thermaldynamics. I guess this is something I should read up on.
