Ok, I'm not too sure yet as me and my brother haven't formally talked yet on what we needs/wants, but he has given me a price range of about $1,000 with a monitor and he wants it to be "fast." Right now I'm comparing prices between a custom build and something like a Dell. These are the components I have on Newegg right now.

GIGABYTE GA-P35-DS3L LGA 775 Intel P35 ATX All Solid Capacitor Intel Motherboard - Retail $109.99

Intel Core 2 Duo E7200 Wolfdale 2.53GHz 3MB L2 Cache LGA 775 65W Dual-Core Processor - Retail $131.99

ARCTIC COOLING Freezer 7 Pro 92mm CPU Cooler - Retail $26.99

G.SKILL 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory - Retail $44.99

EVGA 256-P2-N751-TR GeForce 8600GT 256MB 128-bit GDDR3 PCI Express x16 SLI Supported Video Card - Retail $79.99

Western Digital Caviar SE WD3200AAJS 320GB 7200 RPM 8MB Cache SATA 3.0Gb/s Hard Drive - OEM $69.99

ASUS Black 2MB Cache SATA 20X DVD±R DVD Burner with LightScribe - Retail $35.99

Microsoft Windows XP Home With SP2B 1 Pack - OEM $89.99

LIAN LI PC-7B plus II Black Aluminum ATX Mid Tower Computer Case - Retail $79.99

Acer AL2016WBbd Black 20" 5ms Widescreen LCD Monitor 300 cd/m2 800:1 - Retail $189.99

I also plan to use my Rosewill RP550-2 550W that I originally had for this computer, but I later decided to move up to a Corsair.
My brother told me that he rarely ever plays games, and when he does it's games such as Command and Conquer: Red Alert and older games like that. I am debating between an EVGA 8600GT 256MB or a 9600GT for him. I'm actually starting to lean towards the 8600GT, but I figured the 9600GT would be good so he can at least plat newer games if he ever changes his mind, but I will have to talk to him about it sometime soon. I also am not sure if he would rather have a Q6600 or maybe even Vista (I would go 64-bit and get him 4GB). So this is by no means final. He plans to use the computer mostly for browsing and the occasional old game like I said above.

1) Will that Rosewill confidently power the components I listed? What if I got the Q6600? If the Rosewill can't take it, would a Corsair 450VX?
2) Is that Lian-Li a good choice for a case? I wanted something cool and quiet, but the choice will be up to him.
3) Will the AC7 adequately cool a Q6600 around 3.0-3.6Ghz in the Lian-Li?
4) Will that motherboard be able to reach an FSB of about 370-400mhz?
5) Will all of these components work nicely together?
6) Would it be cheaper to customize a Dell/HP? It seems after about the $700 mark it gets cheaper to build myself.

Go for vista 64 bit, 9600gt, 4 gigs of ram, a better PSU (i've heard some bad things about rosewill psu's) and he will have a computer worth keeping for a while.

That comes to $1057.25 shipped. I'll ask him about it. Thanks for the input.

According to the eXtreme PSU calculator, I would only use 311 watts with that system. I could probably go for something cheaper than a Corsair, right? What about this FSP 450W? I also decided on a different motherboard because I'd rather stay away from MicroATX. I'll probably go with the P35-DS3L or find something cheaper.
