everything below and other things:
- reset BIOS
- reconnected and swapped all cables and sata ports
- reset/remove overclock from cpu and gpu
- underclocked and overclocked GPU.
- tried RAM in single and dual channel, both sticks alone, higher timmings, xmp on and off. No good
- reinstall games
- reconnected the cables and gpu. no good
- check no to "fullscreen optimizations"
- energy options and set cpu to always 100%
- chkdsk
- memtest
- HPET on and off
- uninstalling msi afterburner and VFX audio enhancer.
- fiddling with windows crap (superfetch, telemetry etc)
- disabling cache shader
- FRESH WINDOWS install.
Since you removed the overclock from the CPU and tested, I would not worry about the CPU cooler for now.
 
I had the same in every single game I was playing on FX8120/8320 ( mainly online games ) and in my case it was FX CPU. In the same time I had no issues when I was checking the same games on any intel ( including i3 at stock clocks even though it had only 2 cores ). In guild wars 2 it was like every couple of seconds game was stopping for about 0.5-1 sec. It was really annoying in pvp. In some other games it was a bit different.
I guess it won't help you much but still wanted to add this comment.
