MoBo Disabling 1x Slot when others populated?

I am wondering what can be done to fix this issue

I have a
MSI P67A-C45
sandy bridge cpu

I can only run the pcie 16x and the lower 2 pcie 1x at a time.

I am needing to run all 3 pcie 1x and the 16x slot.

1. Any one got an idea how to fix this or if it is indeed something thats a limitation of my mobo?

If 1 is a no then,
2. Would I be able to run both pcie 16x slots and 2 of the 1x slots on the MSI B75A-G43?

Im sorry but i cant find anything about the PCIe logic in this board use manual ...

The B75 board are lower end board, and again i cant find anything about the PCIe logic in the board manual ....

Ask MSI support ?

Your best bet could be a little higher end board, or at least a board where you can find the PCIe logic and make sure it will accept what you have to install.
