Hit the budget right on, I think you should get that ASRock motherboard so you'll have money to spend elsewhere. But remember, you still would have the option to upgrade to PCIe and M2 later. That board is future proof.
You can do if for $300. Tom's did a pretty good job on a cheap one $516 plus case, monitor, mouse, keyboard, and speakers. Though I would go with Celeron D. here: http://www.tomshardware.com/howto/20051014/index.html . Also add a sb live 24 bit ($30).
