I really like using the kill-a-watt power meter. It costs less than $20 and tells you the instantaneous power usage of whatever is plugged into it. Of course that won't help if you are building a all new system, but it sure will help letting you know if your power supply is maxed out. Also quite handy to see how loaded up a UPS is.
In general, I really like seasonic power supplies. They are generally quite reliable and quiet. For a system that really needs a 750w+ power supply, I highly recommend spending a few extra bucks to get a gold or platinum efficiency power supply. It won't save enough electricity to justify the extra cost, but it will make less heat and less noise. Also most gold and platinum power supplys are pretty well constructed and have long warranties. My rosewill fortress (platinum) has a 7 year warranty.
