Cherry picking cores to be used for assembling a certain line of CPU is impossible.
A core can not be binned before packaging. You can only assemble CPUs and bin them as a whole.
Conroe core has a huge scalability potential that has no use for Intel ATM. It is possible to tweak a fab process to favor yield instead of scalability. It would appear this is exactly what Intel has done.
