Given the effort Noctua puts into their research, it's possible that using another company's frame will make the performance worse.

I think he's referring to these ED, not actually replacing the fan frame. Phanteks PH-FF120RGBP_BK01 Halos RGB Fan Frame

If he is talking about replacing the frame then yes, absolutely it would alter the fans performance.
