Recently i noticed that my photoshop cc is running 99% memory of my pc even though i set it to 70% on ps setting.
This problem is causing the screen to freeze and slow down.
Could someone please help me out?

My pc spec is listed in signature
 
Buy more ram.

I would imagine PS is using that 70% and the system the rest?

HAve you tried to lower the ram PS uses to something less amd see if that helps?

uh..wait.
i turned off PS but Task Manager is reading that Memory is using up 9.5/15.9 GB (60%).. no apps open .
This sounds wrong.
Maybe the placement of the memory card is causing this or Ocing Memory?

It likely isn't. Windows will hold on to frequently used items in its memory. It will free it as needed. Reboot, do not open PS, and check it again.
