Pulling my hair out

Hi, Looking for some help on the gigabyte ga-78lmt-usb3 with FX-8350. i'm trying to have a flat rate 4ghz with no boosting so it always sits at the chosen speed and not drop to 1.4 when not in use. Not sure if i have missed something in Bios or in windows setting.
Any advise would be great

Have you gone through Dolk's OC guide? It's written for the Phenom II but the procedure is 99% the same. I'm sure there's a step in there you missed. Possibly disabling Cool & Quiet?

might be the cool and quiet but can't remember seeing one on that board, thanks for the info.

Put windows into performance mode. Turn off c states and cool and quiet, apply manual OC. Should stay.

In your BIOS directly below the Load Line Control. Disable AMD C1E Support and AMD C6 Support.
