AGESA 1207 will tame the spikes, and vcore. Your boosts might not be as high, but performance is still very strong, while running cooler. You can still hit upwards of 230w PPT and over 155 TDC if your settings are aggressive enough.
 
If temps are under control, instead of messing around with settings that might be currently messing with your system stability, why don't you just increase the delay for the fan to ramp up, that way the spikes can happen as intended, and you won't have to stress with the noise?

Heres some stats from my rig, newly upgraded 5900x cpu
Bios settings are basic with core performance boost enabled.
