vcore resets to 1.25 when booted in windows

hey guys, i recently purchased a fx 8320 and installed it on a gigabyte 970 ud3 rev 1.3 in the bios the voltage is set to 1.375 but when i boot into windows the voltage is set back to 1.25 (confirmed via hwmonitor) resulting in a max overclock of 4.4ghz. do any of you know what might be causing the problem?
 
Windows Power Manager not set to Performance Mode and cpu has had speed (multiplier lowered) and vCore throttled back.

What RGone said but also check in bios to make sure the "green" stuff is disabled: Cool N Quiet, C1E, Turbo and APM. If you first set the Power option in Control Panel to "High" some of those things in bios I mention may already be disabled or not even present.
