Vista Start Up Problem: Works on Restart

Im having a weird problem. When my pc is off for a while, and i turn it on, the bios posts and it looks like it will enter windows, but then the screen hangs on a black screen. I press the reset button and the computer restarts and windows loads up no problem.
I only have this problem when my computer has been off for a while, and then i start it up.

I tried both vista 64 and vista 32 and its happening with both.

New hardware:
Asus motherboard (shown below)
corsair 750w psu
 
You have a piece of hardware that's not initializing on a cold startup.
Look at the hard drive (or any additional hard drives) that may not be starting up.
Reset all the connections on them and possibly change the cable.
It's a possibility the PSU is not providing power to the rail the hard drives are connected to on first boot. Listen to hear if they are spooling up on first boot.
