What can too much vring break?

So I had a gigabyte motherboard, x99. It was a pain in the ***, didn't let me to enter bios with sata devices installed and it kept on messing with my voltages. And now it doesn't start at all . I probably put ring voltages to 1. 9 instead of 1.09 which is weid cuz my keyboard didnt work at bios and I had to scroll down all those voltages. It might have happened because i was mad back then. And now I am a lot more mad. Anyways the q is what all can it break and what does it break first, to set vring too high? Should I buy a new mobo and cpu instantly or try a new cpu first? Could it have killed my essence stx and gtx770 too? I saw no visible marks on the mobo, not even on the back side. Powerbutton does absolutely nothing :(
