Yes removing the IHS and replacing the thermal paste may be the issue, then again it may not be. If it isn't is it really worth risking destroying the chip because that is the risk you're taking when removing the IHS. There is a possibility that it isn't the cpu and figuring that out first makes the most sense to me.
