Does the cooler blowing air OUT instead of IN on the HSF actually give you better temps?

PS Stock Opteron HSF is 80mm fan.

I've got my fan blowing away from the heatsink so it's pulling air across the hs. I've had it set to blowing on the hs, but it made very little difference.

I ran across this by chance just now. It's a 110mm fan built into an adapter\frame that fits like a 92mm but blows more air. I have no idea how good it is but it looks interesting.
