Does the Gigabyte GA-B75M-D2V (B75 chipset) allow +4 bins over stock with a Core i5 2400S Sandybridge CPU (4 x 3.7Ghz)?

Or would I end up with +4 bins over each max turbo ratio?

1 core 3.7Ghz
2 cores 3.6Ghz
3 cores 3.2Ghz
4 cores 3.0Ghz

Does a user input CPU Clock Ratio of 29 = 2.5Ghz + 400Mhz = 2.9Ghz (max Non-Turbo speed of my 2400s up from 2.5)?

Can I change all the Turbo Ratios to the Max allowed Ratio of a single core to get to 3.7Ghz on all cores after this?

Ive not o/c'ed a new CPU recently... My current box is a massively undervolted T9800 C2D mobile chip in a m-atx board. I don't do new anymore lol!
