Cant boot into safe mode with Win XP home.

I hit F8 right before windows starts to load and got to the menu where I can choose to boot into safe mode, I choose safe mode and at the next screen it says it cannot boot b/c I am missing a file or it is corrupt, then it say to please reinstall the file.


The file is:

<windows root>\system32\ntoskrnl.exe


When I booted back into regular windows I searched for the file and found it.

Whats wrong?

Kind of ironic I can boot into regular windows but I cannot boot into safemode which is intended for troubleshooting and fixing problems.
