The retail package comes with a thermal pad already applied on the heatsink (but you don't want that as thermal interface).
Some AS Ceramique is a couple of dollars though.

If you have the money, I recommend one of these .
If you want something a little less pricey, I used this one with decent results. The finish quality was pretty poor though, so I had to lap it first.

No, Galaxy it's a complete cooler (~300g copper heatsink + 70mm fan). It's doing a decent job presently keeping an amd 2500+ running at 3200+ at around 47C full load. Not the best temperature in the world but not too bad either (considering you pay 15 bucks for it and it's free shipping)
If you can afford it, you should definetely go for the Thermalright. And the fan is your choice (the heatsink doesn't come with a fan). You can chose a Tornado for maximum airflow with a lot of noise or a Panaflo for some quiet cooling.
The Thermalright also supports fans of different diameters.

youre going to love the 900A. i got mine last week and the improvement over my old cooler is like night and day. im running 1.7V and 2400MHz at 34C idle/41C load. before with my zalman cooler, i was limited to 2200MHz and i was running 1.6V and getting 43C idle/55C load. running mine with a 92mm 48cfm sunon and AS5.

EDIT: i havent lapped it yet either.

$5 more for the SLK-947U which mounts a hell of alot safer and cools better too. Why get the SLK-900A? At least get a 92MM fan.
