How do you do virtual cores?

And is it possible with an e8400, and if I did it to replicate say a quad core would it work any better for GTA4 making it think I had 4 cores?

You are referring to "Hyper Threading" (on Intel systems), and no, it is not possible on that chip. Would it increase performance if you could? Maybe, it really depends on the application. I know that when HT first hit, people reported varying increases, and sometimes decreases, in performance.
