It's quite slow for lots of applications actually more so than I'd expect it to be. It's got a lot slower over these years and wanted to see what performance I could squeeze. No, not fried 
Although I reaplied "rice" amount of thermal paste and it was nice temps few days later it was really hot again so I checked the thermal paste and had gone crusty and blotchy. I am very confused.

sounds like the paste is a bit on the old side?
Perhaps a new tube is needed.

OP got a new tube and a new fan which only just fits my case but it's quiet and glorious and keeps my temps at below 60 when stressed.

Not yet, hadn't had the time with the exams and things. I shall do it this weekend. Where should I start with an i5 4690k, 3.8?

I would start @ 4.5 1.25-1.35v and work from there
