edit: just realized something....if it is an improvement of 2FPS, then why not go for the higher speed ram?

8GB@1600 cost around $50. @2133, it is $100.
If money is not an issue, of course, better go with the highest rated ram.

What manu said, more expensive. DDR3-1600 CL9 is the top of the price/performance curve.
