Routing the air from fan right to CPU

So does the heatsink fan blow on the CPU or away? How bad could the hum be? It's worth the temp drop, I guess.

as far as the noise. it's depends on which fan you use the panaflo's can hardly be heard. out of my 2 computers I can't hear if the one with the panaflo is running. over the other with the radio shack fan.
