Yes, create and 70 GB partition and then install windows.
After that install linux and use its partitioning tools to create the 30GB Linux Partition.
Lilo or Grub will take over the boot process, but you can set it up to dual boot windows and linux easily...

Remember when multi booting, always install OS's from oldest to newest, then install LINUX, BSD, or UNIX
 
I always had problems with this, the partitions get very tricky in Linux..

but it feels good once you get it accomplished.
 
I've done this.. but after some trouble with xp I had to reinstall it. Not related to linux, but I couldn't boot to linux after this mess..
just to keep in mind that is.
