Micro board build with quad core questions?

Due to some finacial reasons I'm getting a mATX board and had two questions.
1)Is there a micro board that runs quad cores significantly better than other micro-boards? are there ddr3 micro boards?
2)Will ddr2 1200 chips downclock themselves automatically if the boards standard memory is set to 1066?
3)Just so people know here's the system I had in mind feel free to make suggestions

ok if your straped for money then why are you buying DDR2-1200 only to have it downclocked? im sorry i just dont get that... save some money and just buy ram rated at DDR2-1000 or DDR2-1066 with the board. like this stuff
