Yes, HPC is enabled and APM, CE1, CnQ and C6 are disabled.

I know this sounds off but did you try with APM enabled as well. Giga boards seem a bit different

One thing you could try is AMD MSRtweaker, I know it can disable APM as well there are many guides for it. Pretty sure you need to be in Win7 though http://www.xtremesystems.org/forums/showthread.php?285742-AmdMsrTweaker-New-Versions
