from what i can tell the difference between 970 and 990fx is that 990fx has double the pci-e2.0 bandwith.

Not the only difference! The 990FX has 6+2 power phase and the 970 has 4+2 power phase. Very important if you are overclocking the higher end FX CPUs.

The above post will give you a idea about which boards have the best power phases and heat-sinks!
Why because those boards are likely to overclock more easy than not.
