Hard Drive not recognized by Windows, found in BIOS/Device Manager

Basically its as simple as the title.

A friend has a new hard drive and put it in his computer, but windows explorer can't find it. Bios knows where it is, device manager knows where it is. He has XP SP3.

Its old school ide, and I've tried all the master/slave jumper settings but to no avail. I'm hoping one of you smart peeps can help me out!

Your friend will need to partition and format the drive from within the Computer Management console (Start | Run | Type compmgmt.msc /s, and click OK) | Click on Storage --> Disk Management, and locate the unformatted HDD | Right click the drive for a list of available options.
 
AHA! That's what I figured, but I couldn't find the commands!
