Tip #1. CPU Power Saving Throttling (Bios related)
http://www.overclock.net/t/1202751/amd-fx-cpu-throttling-fixes-please-sticky
IT is very normal for cpu speed to lower at idle.
IT is normal; if not changed in some manner in the bios, for the cpu speeds to change because that is how the Cpu was designed to operate by AMD.
So when the mobo is set back to default mode for operation, one can expect the cpu speeds to change according to various changes the cpu and mobo decide to make for temps and power loads.
The link above describes how to work around the various cpu throttling settings. Use the workarounds that fit your system.
