Just wondering which risen would be best to build my HTPC / NAS - would like to keep it budget friendly.

That depends on the budget and how many cores you think you want. The 4 core is going to be the cheapest.

You don't need a lot of cores, 4 will do, so if your getting a 6 core Ryzen then you have more than enough cores, what you do need is 1GB of memory per 1TB of drive space for the NAS.
