Noctua np12 w/ ulv adapter on mobo header not spinning.

I have 3 noctua np12 fans on the mobo fan headers on my z87-gd65, all using the ulv adapters. When the computer starts they move slightly and then stop. They are obviously getting power. On my mobo I am unable to set them to a different rpm than 0.

Also worth noting is that my cpu cooler is also a noctua with 2 noctua fans using the ulv adapter on the mobo cpu fan headers and it works great. Though they are different model fans.

Try the fans on 12V off molex leads and make sure it's not a problem with the mobo headers. My guess is that the fans are not getting enough power to spin up.
 
Not getting enough voltage, check that the motherboard is not set to control their speed as well.
You're using one adapter per fan, right?
