Issue is... Is the base thick enough for the step to even be possible to mill out of it...

Yes the 6002's base is thick enough to add the step... thats how they put it there in the first place ;).

The 6002 was the last of the "thick" based blocks. All newer designs from Swiftech, Dtek, and others were optimized for IHS equipped CPUs and as a result the base was thinned to compensate for the IHS's thickness. The only tier one manufacturer still selling a block designed for the Socket A/P4s era is Danger Den.

Dangerden is willing to give me a brass top if I just send them the faulty lucite top, so I feel obliged to let them :)
