Here is what my GTX 1080 SC's get on Win 7 vs Win 10 vs GTX 980 Ti FTW Win 10 for the WU 13200:

Top slot Win 7, middle slot Win 10, bottom slot Win 10

Can a comparison be made with different work units? My core 21 WU's are all over the spectrum from 450k to 1000k.
 
Aren't those both P13200 work units? It looks like Win 10 is better... Or did I miss something?
 
Are the Win 7 and Win 10 1080s running the same version of the NVIDIA driver?

Yes, same driver from the driver install disk that came with the cards. The card on the Win 7 PC is running at 1708MHZ and I can't change it, the card on the Win 10 PC self OCed to 1950MHZ-2000MHZ.
