It really depends on the board. Most motherboard manufacturers have given up on giving support for AM2/AM2+ boards so the BIOS may not support the newer processors. It pays to check with the motherboard manufacturer before opening your wallet.
1. Theoretically, yes. But not necessarily in practice since it would depend on whether or not the motherboard manufacturer has put out a bios that will recognize a particular AM3 CPU. The board would also need to be able to cover the total power draw (TPD) of the CPU. For any given motherboard, go to the manufacturer's web site and check the CPU compatibility list for questions concerning specific CPUs. Usually not a problem when coupling an AM3 CPU with an AM2+ board but you will likely run into a host of obstacles when trying to pair an AM3 CPU with an AM2 board.
2. An AM3 CPU will not run at full speed on an AM2 motherboard. It will run at a lower HT Link speed. See 3. below.
