Dvide 1 second, which is 1000 milliseconds, by the response time of an LCD. 16ms results in ~62Hz, and 26ms is ~38Hz. People can't really see a difference over 60Hz, but below 40Hz most people can. What I'm saying is that response time directly corelates into refresh rates.
As for ghosting & blurry images, it can depend on the card and the connections. Using an old geforce2 card and a cheapo LCD that only has an analoge input will lead to a really crappy experience. Any current high-end card with a reputable name on it & a true dvi connection with a good LCD will give you a great experience.
I'm sure there's some dirt-cheap CRT's that will look worse than almost any LCD's. As the old adage goes, you get what you pay for.
