The HT Link is the communications bus between the CPU, the northbridge chipset (NB), and the southbridge chipset (SB). PCIe video ties in at the NB and everything else (PCI, SATA, PATA, USB, Ethernet) ties in at the SB. Memory is NOT accessed through the HT Link. (see below)
Generally you do not need to overclock the HT Link and, if needed, you can actually reduce the HT Link speed down to 14-1600 MHz with little to no impact on system performance. If you're running high-end video in Crossfire/SLI then the default HT Link speed of 2000 MHz is needed. In extreme video configurations overclocking the HT Link to 2200 MHz may help but farther than that can hinder performance.
