will this short my motherboard?!?

It won't short unless it touches one of the metal pieces of the motherboard.

Is the bracket on your GFX card Plastic or something ? I don't get what you are asking here . If you installed it properly no it shouldnt short any thing if you lay it down in random places on your MB it might short somthing

If you mean the bracket is hitting the side of the PCB, then no, it will not short. If you are really worried about it, tape the bottom of the bracket with electrical tape, that will for sure prevent any unlikely shorts.
