Win7 won't let me change network settings

I'm trying to configure this laptop and enable file and printer sharing as well as turn on network discovery.

However, every time I click the radio buttons to enable these settings under advanced network settings and then click the save button, windows 7 does not save the settings.

I ran Windows update and that didn't help. I also changed UAC levels and confirmed that user account is set up as an administrator.

Any ideas?

OS: Win7HP 64bit which doesn't have group policy settings, etc. This OS installation is the default factory install from Dell and the hardware is a dell inspiron 17r.

I'm running some scans to make sure there's no malware.

Try selecting "Restore defaults" in Windows Firewall.

Tried that, but problem still persists.

I also found out that if I try to make an exception in Windows Firewall, WF does not "save" that exception.

Win7 is acting really weird.
