My 9500 Pro is very hot to the touch. The computer has been on for about 5 hours, but I've been doing light work, no games or anything. Should it be so hot to the touch? Especially the top side of it, directly above where the fan is located on the bottom. The fan seems to be working okay.

Is there some sort of software that can monitor the cards temperature?

In my BIOS Health Systems my System Temp is 36 and my CPU Temp is 48. Abit Max 2 ver. 2 Board.

My computer suddenly got quieter, so I took the cover off to check everything, that's how I noticed the card was hot. Everything is running, fans, VGA fan, Hard Drive, CPU fan, CPU heatsink is not hot to the touch, so I don't know why all of a sudden it quieted down a little.
