Color Restoration software

I'm looking for software to restore older pictures. I had an epson scanner that broke and it had great easy to use software that made each photo 10 times better. However now that I don't have the scanner I have an HP one, it was all Wal-Mart had at the time I really needed it, but it doesn't have color restoration software. Are there any commercial apps that can take a scanned picture and work with it?

I use PhotoImpact 8.0 ( http://www.ulead.com/pi/runme.htm ) most of the time and also use Adobe Photoshop. Adobe also makes Photoshop Elements, a entry level imaging application - ( http://www.adobe.com/products/photoshopel/main.html). Ther are many others as well,

does photoshop have the kind of abilities where it just scans a photo and corrects it as it sees fit then shows you what it thinks is best?
